With increases in the number of terrorists targeting and executing attacks on America and American assets abroad, culminating with the attacks on the Pentagon and the World Trade Center and the recent attacks in India, we have paid great attention to the safety and security of citizens, ports, and borders. One of the first realizations was that ports were particularly vulnerable to unlawful access and attacks.
